The Excise Department, Chulalongkorn University, PTTOR, and Bangchak are working together to educate the public on carbon taxation and sustainable energy use.
The Ministry of Finance, through the Excise Department, has teamed up with the Faculty of Economics at Chulalongkorn University, PTT Oil and Retail Business (PTTOR), and Bangchak Corporation to promote awareness of Thailand’s carbon tax. An MOU was signed on 3 February 2025 at PTT and Bangchak fuel stations on Vibhavadi Rangsit Road to launch the initiative.
Thailand’s First Mandatory Carbon Pricing System
Deputy Finance Minister Dr. Paopoom Rojanasakul stated that this initiative aligns with the Cabinet’s approval of a draft regulation on excise tax rates, introducing Thailand’s first carbon pricing system. This measure incorporates environmental costs into fuel excise taxes by calculating emissions based on a scientifically determined factor and applying a government-set carbon price of THB 200 per ton of CO₂e.
The regulation will take effect once finalized by the Council of State and published in the Royal Gazette, expected in February 2025. The carbon tax is designed to shape consumer behavior and promote sustainable practices, reducing overall greenhouse gas emissions.
Raising Public Awareness Through MOU
Ahead of the regulation’s implementation, the MOU aims to increase awareness of carbon taxation’s role in sustainability. The initiative will introduce real-time carbon emission tracking at PTT fuel stations and via the Bangchak Mobile App, allowing consumers to see their CO₂ emissions per fuel purchase. The goal is to encourage more environmentally conscious energy consumption.
Dr. Paopoom highlighted that consumer behavior data will be analyzed to assess the campaign’s impact, helping refine future policies.
Bangchak’s Sustainable Energy Commitment
Bangchak’s Senior Executive Vice President, Seri Anupantanan, emphasized the importance of integrating carbon pricing into fuel excise taxes as a step toward addressing climate change. Bangchak is committed to:
- Educating the public on carbon tax implications.
- Offering environmentally friendly fuel options.
- Monitoring fuel usage data to guide informed consumer choices.
Bangchak’s Green Miles program will support this effort, linking fuel purchases to environmental initiatives. The company’s long-standing “Your Tree” campaign, which equates fuel use to tree planting, will also be expanded. Additionally, five Bangchak fuel products have received Carbon Footprint of Product (CFP) certification, reinforcing its commitment to lowering emissions.
Carbon Markets Club (CMC) Boosts Public Engagement
Gloyta Nathalang, Bangchak’s Senior Executive Vice President for Sustainability and Chairperson of the Carbon Markets Club (CMC), announced that CMC will roll out an educational campaign on carbon taxation across various platforms.
Trial Period Begins in March 2025
The awareness campaign will launch a three-month trial on 1 March 2025, reaching around 3,500 consumers. The results will help shape future sustainability and energy efficiency policies.
